I cut my hair and buzzed it until it was about half an inch long all over, which felt weird as hell (usually I keep it down to my shoulders or at most just under my ears) but also sort of cool, and one of the first thing’s my step-mom said to me about the cut was “When you get your hair that short your making a statement.”  I was like, yeah? Then what exactly am I ‘stating’?  *facepalm*If this graphic is true for you, OP, that’s fine, but implying it’s a universal truth about ‘women’ is not. (Also, implying that short-haired women can’t be/aren’t attractive? Really? What is this.)

I have a pixie cut. I got it yesterday. I didn’t cut off half of a foot of hair to alienate men, or to make a statement about despair. I cut it off because I finally had the confidence to get the “look” that I wanted, and the resources to do it. 
I have no idea whether my boyfriend wishes I had kept my hair longer or not, because it isn’t his hair, it’s mine. By cutting it off, I was not making a statement to him or anyone else. I was making a statement for myself; I am confident enough to do whatever I would like with my body. 
If I have strong feelings about dissatisfaction or despair, I address it, either to a person tied to the issue, or with myself. And yes, sometimes when I’m upset I decide to change my appearance and do things like cut my hair, just like sometimes when I’m happy, or bored, or curious, or energetic I do the same thing. 
If you notice, all of these things are typical of the “I.” I do these things because I personally interact this way with myself ad with the world and people around me. Other people will do this differently. Hell, maybe some people DO express themselves through their hair. And you know what? Kudos to them. 
But do not fall into the dangerous practice of lumping an entire group of people together, regardless of the quantifier. To do so only does great damage to the communications between people by breeding presumptions and assumptions, and there is inherent negativity and danger in both.
